ImageWe are a growing group of property owners who reside in the planned communities known as Stillwater Lakes and Stillwater Lakes Estates whos common areas are owned and maintained by Stillwater Lakes Civic Association (SLCA).

Our goal is to create an open honest and transparent relationship with SLCA, one that follows the covenants, conditions and restrictions associated with our properties, and who conducts all meetings adhering to the following expectations:

  • Modern Rules of Order will be followed at all board meetings.
  • All property owners will have an opportunity to speak and be heard.
  • The Board will schedule meetings with set agendas and will provide property owners with notice well in advance of the events.
  • The Board will be open and honest and transparent regarding all SLCA activities.
  • The Board will guarantee fiscal responsibility in all SLCA dealings.

The property owners of Stillwater Lakes and Stillwater Lakes Estates cannot have faith in the SLCA Board of Directors unless there is complete transparency. If there is nothing to hide, then transparency cannot hurt. Please register to participate in polls, leave comments, and allow us to contact you regarding important events, meetings and happenings.

We are just community members frustrated by the lack of communication and fiscal responsibility of the board and management company. Stillwater Lakes Civics Association is currently managed by Appletree Management Group Inc. If you have any questions or comments please call the property manager at 570.421.5409, or at the SLCA office (Friday and Saturday, 9-4) at 570.839.7870.


This single family development has 288 lots and 639 homes. Anemities include two lakes, a sandy beach, security patrols, privately owned roads, a playground, basketball courts and road and facility maintenance. For information on dues call: Appletree Management at 570.839.7870. Your annual dues provides services for road maintenance, use of the lakes, clubhouse and other recreations for all the members of the Stillwater Lakes Community. Full-time security is currently on a one-year contract with Vector. This fee is billed seperately.

Today, i had witnessed what our board was up to. We were all invited to vote on a referendum for SLCA to convert to co-op status. Guess what? The board voted yes for us without our permission. It seems that the dictatorship, that is the SLCA board. Want to represent us without our own say. Let me say, that i, as a property owner and resident of my beloved SLCA, will not take this lying down. We the property owners and residents of SLCA have started a petition to vote out the board members for not allowing us to vote in the June 21st meeting and withholding vital information with regards to the co-op conversion. I was going to vote no. And i had no voice. If i pay dues as well as many of my other SLCA members. We demand a right to vote and be heard in the affairs of this community. The board is not the sole governing entity in this development. We the due paying members and rank & file residents of this development are the sole authority that can vote and ratify any and all motions concerning our development. Not the board to vote for us as they see fit. Today's meeting and vote was nothing short of a waste of time. Why the board posts a meeting to vote on the community bulliten board, when in fact, we were not allowed to vote and the board voted for us anyway. Kind of communistic the boards actions were today. To make it short and simple i and many of my fellow homeowners are hopping MAD as hell. I implore all of you to assemble peacefully in unity and protest our conversion to co-op status at the NEPA offices, at board meetings and to march in our neighborhood in a show of strength and solidarity against the SLCA board members lack of respect they have for the dues paying members. There should be no duesation without representation. We need representation and we need a new board panel. I want every one of you to sign the petition handed out today at the end of the meeting in the club house and help us vote out the current board members. We must show strength in numbers and show that we care for this community and we can do better. There are many professionals that live among us willing to take a responsible position in our community board. We have Doctors, Engineers, lawyers and paralegals, law enforcement, active and retired Federal, state and city employees and a vast array of other professionals willing and competant enough to take the reigns of board members. 
Today, i'm at my witts end. And, i had a bellyfull. The time for change is now. NEPA management needs to go also. As well as Wilkins. Together, we can do the impossible. If you pay dues, who protects your rights? Not the current regime! Let's show we are a community and we have the strength to combat the forces of dictatorship that occupy the board seats today.

It's nice to see other people in the community dissatisfied with the way thing are run in the association. I haven't been a resident long but the security in the community has a lot to be desired. Why are they giving speeding tickets to residents? I will attend the meeting on the 21st. just to meet some of the other residents and to find out what's going on.

I am so glad we have a place to go to find out things happening in our community! BRAVO! to whomever thought of this idea. The old website was never kept up and summations of meetings were allways questionable when you left. Not to mention the only way I personally knew what was going on in here was word of mouth, even though I have attended almost all meetings.

Hi there fellow SLCA members. So where do we go from here, with respect to security. It seems it me that the board has a communistic grip on things. If that is true. We need to rise up in mass numbers and protest. Either, here in the community and or the NEPA managements office. I smell corruption and a sense of secrecy of why the board won't let the dues paying members sit in on the " Executive Meetings". We spend way too much in dues not to get involved in the decision making progress. Many other communities like PCP, Penn Estates, Emerald lakes, etc. Have better communication, security and not to mention, recreation facilities. What do have, One broken basketball court, an old and rusty jungle gym for our children and two lakes that serve no purpose. Except for the occassional row boat and dirty water swimming. How about constructon of a baseball diamond, tennis court and a new child friendly jungle gym. A huge one i must add at that. Not the cheap junk we now have on hand. There are alot of bored kids & adults in this community! Please give us our dues worth. Oh ! I forgot. How about them vehicle suspension busting roads we have all over the SLCA community ?

I see security patroling all the time. Though I'm working most of the time I already see a big improvement.We have been looking at the police blotter and also see a big improvement.  
 
The security is a lot of money and we can argue who does it best but in my humble opinion we must continue to protect our properties. Don't give up now! If you think you lost a lot of money in the housing market latley see what happens if we get rid of security. This is not your grandpa's Pocono's anymore.  
 
As far as the booth is concerned I agree the shades are improper and the guard should be seen. But with that said I do see them patroling all the time.

Hello, fellow community members. I work as a security guard (not for this community) as well and I know how it feels to drive around all day. It gets pretty boring and painful when nothing is happening. I’ve noticed that sometimes these security guards station themselves at corners while it is still dark out. What’s worse is that they have their engines and lights off. Sometimes they even park on the wrong side of the road. I wouldn’t mind if they weren’t hidden by trees or the darkness, but it is dangerous for community members and even more dangerous for people outside of our community. If they don’t realize we have security guards stationed on corners then it’s just a matter of time before we have an accident. As for the booth, I feel they should definitely get rid of the blinds. On the weekends when I don’t work, I see the liberty parked at the booth pretty often. I’m not sure if that’s the case in the weekdays, but it’s just not acceptable. I’ve also noticed that these security guards concentrate on traffic violations a lot, mainly the stop signs. They should really lower their priority for traffic violations and start patrolling our community to see if our houses are safe. If we’re paying 65$/quarterly per house for someone to ticket us for not stopping on a stop sign, then I don’t think its necessary to have these security guards in our community. We pay taxes for police officers to do that. Basically I just feel the security guards need to straighten out their priorities by patrolling the community instead of stationing themselves.
